The handrails on one side of the stairs have been ripped out of the cement--either by a car accident or by vandals or by ??? The handrails on the remaining side are wobbly too. What happened? Can this be fixed? Thank you.

That would be great if u would submit this request to the City of Redmond. I assumed it belonged to the city of Sammamish as the houses on that side of the road have Sammamish addresses.
