Large delivery truck in front of 7-Eleven, idling almost every night around 10-11pm for at least 30 minutes

I thought that the idea behind this website was to have it fixed, not to have 311 tell us to call some other number in order to make a complaint. What is the point of Philly311 acknowledging the problem if they don't do anything about it and ask us to call some other number?
