I counted 3 full traffic cycles before it finally gave the walk signal. When we arrived at the intersection, two other parties had already pushed the button and were waiting. If people perceive the crosswalk lights to not be working, they're likely to just cross and with 4 lanes of traffic, it's an accident waiting to happen.
