    The house at 223 Elm st has a caved in roof and an overgrown yard that has infested the block with possums and racoons. The house is occupied but not cared for. In that same block reside at least 2 disabled young men that are unable to use the back yard and porch. One of the men is legally blind which present a more serious issue because he is unable to see any danger form animals. This is the second time I have called the city regarding this issue.     There is an ongoing and worsening skunk problem in the Elmwood neighborhood, particularly on Willow Street, Laurel Street, and Brown Ave. there are packs of skunks roaming at night and it is getting worse with trash pick-up delays. Skunks are bold and seemingly unafraid of humans or dogs. Many roadkill incidents arising from this issue.

    Owners do not leash dogs they went after a leashed dog that was walking and no attempt was made to get dogs under control. These dogs may be small but together they can be harmful to another dog. Especially one that is on leash as this golden retriever was.

    Every time they let their dog out to do his business, the dog then immediately barks non-stop at the door until let him back into the house. Owners don't immediately let him back in though. This can last upwards of 90 consecutive minutes. Very annoying, especially in early morning hours.

    There is a raccoon in the sewer drain across from 134 West Meadowview Drive. It has been in the sewer since at least 10 am and as of 6:30 it was still there. Does not appear to be injured. Unsure if this requires help but also unsure of how it would get out
