City of Brockton, MA PLUS

I am submitting this complaint as advised by the engineers, the Assessor's office and the Mayor's office at City Hall. I am reaching out regarding the shopping Plaza called Oak Village Crossing located at 170-180 Oak Street here in Brockton. I spoke with the managers in multiple stores in that strip about the disgraceful state of the parking lot's concrete, the trash all over and the state of decay of the building. They have all expressed to me that they have contacted the property owner multiple times each expressing the exact same complaints and was told that the property owner refuses to repave/make repairs. I've lived in this community for 16 years now and have never seen any repairs made, (especially to the parking lot) ever. So I did some research and obtained the name of what I was informed (by that very person) is the property manager, John Cook at the following phone number, (508)944-5090. We had roughly a half hour discussion. I explained to him that I have now broken 3 sets of rear shocks driving through the terribly damaged concrete parking lot of this Plaza. I've also noticed that some resident has been actively dumping kitchen sized trash bags of garbage in the main road directly in front of this Plaza what seems to be intentionally on a weekly basis. This most recently on this past Tuesday, 05/06/2025, forcing the DPW to be called out to clean it all up once again. There is also garbage all throughout the parking lot and in the woods along the side closest to the neighboring residential property. I asked why they haven't yet repaved this parking lot seeing as it needs to be so attrociously and because it forms deep lakes throughout whenever it rains, forcing customers to walk through these deep lakes when exiting their car to visit shops. He explained to me that there is a brook that runs through the corner of that side of his property that is all blocked up with mud that ultimately causes the flooding throughout. He claimed that they attempted to get in there to fix it, but was stopped by the city because they had told him it is state property. When speaking with the city engineer this morning, he said it's not owned by the state but because of the lakes act, a certain process is required to get the proper people out there to fix it. This is what is preventing the owner from repaving the parking lot because asphalt contractors are telling the owners it'll otherwise ultimately end up costing him over a million dollars to repave because they would have to also install all new draining underneath and even after all that, their work is still not guaranteed because the flooding from the brook would just immediately damage it once again. Our corner of the city has been working hard to update/rebuild/regentrify with all the progress done on the mall and whatnot, but this one property is still left behind like this. It's an eyesore and it causes people in the community to also treat it like a dump. Coming from having lived in downtown South Boston 16 years ago before moving here, I want to ensure my community maintains the upward progress I've attempted to upgrade to when I moved here. I do not want to see my community go backwards. So I've told the property manager that I will do everything I possibly can to see that we can move ahead together. I need that property owner to continue to be successful so that I can continue being a patron of the shops I visit there almost daily. The name of the Brook that needs to be cleaned out so that it may drain properly is called Searles Brook. I was also advised by the engineers to reach out to the city conservationist, Kyle, to see if he might help begin that necessary process. In addition, I was advised to voice my complaints here as well. Please note that these concerns were also brought to the attention of the Mayor's office fully as well.

During a recent visit to the playground at South Middle School with my children, I noticed inappropriate words and images drawn all over it. It is disheartening to see that children in our community cannot even play in a safe and clean environment. Additionally, the playground was filled with trash and overgrown weeds. As a concerned resident, I am willing to help clean it up, but I believe the school or DPW should address the graffiti.

I was disturbed to learn from a school maintenance worker that older individuals use this location for inappropriate activities. Therefore, I suggest that the school improve this playground or relocate it to a more visible location for the neighborhood and school children's safety.
