Re: issue 10424922. Unfortunately the mayor did not understand the concern raised. The question was not why the United States flag was lowered to half-staff. Rather, it was why the lowered US flag was in a position below the flags on either side, which had not been not lowered. With only the most limited exceptions (like Naval funerals at sea, outside the United Nations, etc.), no other flag should be flown above the United States flag. So the display was in violation of the guidelines for proper flag display. It was certainly nowhere near the most disrespectful display of the flag I've seen. And it clearly was not intentional. However, the answer was concerning as the failure to even understand the nature of the question demonstrates a lack of familiarity with the guidelines. Please ensure that all city employees responsible for displaying the flag, including the mayor, understand and follow proper ettitquette when doing so. The guidelines can be found at 4 USC 1, et seq.
