Very astute comment... it's an infrastructure issue. The seawall protects sewer ans gas lines.

Hurricane Irene has battered the wall further - there is erosion near the top, and the old telephone pole filler is exposed.

There is a homeowner who dumps yard waste onto the revetment in this same place. I'm sure that if this person lived in the center of town, s/he wouldn't dump in front of his/her house where everyone in town could see. There are special bags to put yard waste in, after which it is taken to the Compost Center. The complainant should do his/her part, too, not just expect things to be fixed by other people.

Sea wall was patched some time ago. Fwiw, this complainant isn't the one dumping on the seawall.
