This situation with overgrown trees in alley behind these homes is one that Richmond Tree Mgmt will not be able to handle. Pruning of trees in alleys must be handled by adjoining property owners; as well adjoining property owners must handle cutting of shrubs, weeds, grass, and hedges at the alley.
If your neighbors are not actively cutting their own vegetation, shrubs, weeds, grass, and hedges at alley, you have the option to list each address individually on SeeClickFix.com/Richmond as an Overgrown Lot so an inspector can look at these properties for possible notice of violation or you can call each address into Richmond Customer Care Specialists at 804-646-7000 and they will place these into the inspection loop for you. There are guidelines to what constitutes a violation.
Lastly, if any of the trees in the alley are interfering with VA Dominion Electric Power lines, you should contact them directly to make them aware of lines that the trees are touching so they can cut them back and away from the electric lines. Here is VA Dominion Power's Tree Trimming Overview

Customers are responsible for:
1. trees/limbs that fall and are removed from wires or are cut for service restoration,
2. dead, diseased, damaged or leaning trees that are cut/trimmed at any time by Dominion, or
3. trees that are cut to provide proper clearance for the customer or contractor to remove a tree.
Safety Tips:
Before you trim, make sure the tree does not have any power lines in or near it. If it does, call us at 1-866-DOM-HELP (1-866-366-4357). Don't climb in or prune trees through which power lines or service lines pass. This is very dangerous without the proper equipment and training.
When landscaping, don't plant any trees or shrubs that will grow taller than 10 feet under power lines. It will be safer and prevent outages that can occur if trees or tree limbs are blown onto power lines.
