With the recent explosion of traffic on Jersey Ave due to the direct link to Liberty State Park, the intersection at Jersey Av and Grand St has turned into a nightmare. There need to be dedicated green lights for turning left as well as dedicated safe crossing time for pedestrians instead of having to negotiate with frustrated drivers turning left. Big safety issue and very disappointing that the city did not address this before opening the floodgates.

The opening of the Devil's Artery has also exposed the lack of a proper sidewalk down the left side of the street going down Jersey Ave from Grand St into the park. Pedestrians are forced to either cross the tracks and walk in the shadow of the train, walk precariously in the blind spot of the parked cars (in a bike lane no less), or jaywalk across the now crowded street to the other side. The angled car parking strip that's there should be replaced with a proper sidewalk and protected bike lane.
Cars also seem to be flying down this road. Would love to see a 20mph limit and some speed bumps.

I couldn't agree more with the original poster. This junction needs some and, perhaps novel, thinking.
The European practice that's getting more common is to have the lights on a three change system, something like:
0 - No turns on red permitted EVER
1 - All north-south traffic gets to go but no pedestrians and no east-west traffic
2 - All east-west traffic gets to go but no pedestrians and no north-south traffic
3 - All pedestrians get to go (even diagonally) and all cars are completely stopped
