If your tree is healthy, rather than remove the tree the solution might be to break up the concrete and give the tree roots a chance to not be strangled

Parks & Forestry will have the tree inspected. If the tree is in a deep state of decline we will first try to save the tree by trimming the dead wood. As for the pavement cracking, we do a process called Root Shaving, which consists of the property owner removing the pavement to allow access to the roots. Once the pavement is scheduled to be removed, please contact this office to inform us of the date agreed upon with your contractor so that we can have the roots shaved that day or the next business day. After the roots are shaved, then the property owner can replace the pavement.
