Descrição
Intense and disturbing widespread squalor and filth throughout the New Haven Green. The garbage in effect makes the green an exclusive park for those who throw trash on the Green and for those who aren't bothered by all the trash. For the rest of us, although the Green purportedly ours, nobody else wants to go near such a dump. I'm sure there is no remedy for this sad mess except to fence it off to everyone. And that won't happen either.

Cleaning up the evidence of poverty, drug abuse, disorder, homelessness, drunkenness doesn't seem to be solving the problem.
Is there a solution to this disturbing filth, that basically seals off most of the Green to use by everybody else?

People get fed up and clean it themselves. Yet there is no effort by the city, no stomach to tackle this problem of filth and littering. Why?
