Two options:
1) gross negligence
or
2) corruption and willful intent - coverup
I forwarded this matter to the Mayor's office for their review and they were shocked.
We are not however shocked as the neglect is chronic and has been going on for decades.
The Mayor's officer is starting an investigation with DPW to determine which of the allegations is correct.
