We have a grafitti epidemic. buy a can of red paint, and just do it. cause they are coming back, and you can just do it again and again. I don't mean to sound sarcastic... I really don't, I just know that it needs to be corrected quickly and repeatedly and if this is your neighborhood, well, I'd just do it. It might make you feel better, too.
