Please address this issue ASAP thanks

I have been calling the Parkway Maintenance several time and my call just goes to their voicemail. I leave a message but I haven't heard from them. We want this tree remove for our and neighbors safety. We already hired a people to remove but my neighbor said we have to ask the city permission because this tree is belong to the City. We just move here over a year ago.

We thought the tree was schedule to removal but the parkway maintenance came last I think 15 of June to just remove few branches to it. My husband ask them if they will removed the tree they said they just came to trim the tree branches. So we still waiting someone to remove the tree.
