People walk on this area There is a rusty metal plate here There is no sidewalk The ground is very uneven Even though this sidewalk was #2 priority, it spent money on lower priority projects City makes money on this facility by renting it out Facility does not meet ADA requirements Mulch makes it difficult to walk This is a city park Gateway Garden
