Thank you for contacting UDOT. We have evaluated this intersection and found it to be operating as intended. The signal may not have been cycling properly before, but it is working now. It is also worth noting that the eastbound left inner lane is blocked off with barrels. Operation and flow should return more to normal once those barrels are removed. I know the barrels was on the inside lane but the signal was not giving a left turn arrow, in that reason the left turn arrow should be more frequent with only one lane.
