Thank you for contacting the City of Bridgeport. Is there a mound of mulch on the sidewalk that was delivered to the property owner...possible for a project? Did the rain wash mulch unto the sidewalk? In any case, the homeowner is responsible for his/her sidewalk, if the mulch is obstructing pedestrian access.
