Report this to the PD, the Public Space Inspector @ Public Works, Traffic & Parking and LCI- you may get lucky and have one of these departments respond.
In the meantime move their barrel out of the street or push it out of the way with your car and park in front of the house.
If it escalates and your neighbor threatens you then the PD will have to show up. There not very good about preventing quality of life issues.
