Hi, this tree stump and grate have been overgrowing with weeds and completely covered in litter. I cut the weeds and picked up the trash. What will it take to remove the dead trees stump and plant a new tree? The removal of the huge pile of litter and overgrown weeds makes it more hospitable, but it is designed for a tree, which this block on Palisade really needs more of. Thank you for your help. Also happy to help however I can.

Currently, stump removals are on a low priority list. Please be patient as we are working hard to keep the city safe as well as attend to our regular maintenance obligations. The Forestry Department will make stump removals an obligation when their schedule allows it, if this request is not completed within the next 90 days of your report, you can contact me via email aromero@jcnj.org with an update.
As for planting a tree there are two options. The adopt-a-tree application is currently run through the Department of Sustainability. My colleague Tye Waggoner, will have more information, you can email her via email twaggoner@jcnj.org regarding the adopt-a-tree program. This program is currently accepting applications as a waiting list for when the next City planting contract is active. They unfortunately cannot provide an anticipated planting date at this time, pending the contracting process.
Another option which you may wish to consider to potentially expedite planting is to apply for a Forestry permit to plant the tree privately. All private tree planting in the City right-of-way must follow the guidelines within the Jersey City Forestry Standards in order for the permit to be approved.
