I apologize for thinking out loud, suggesting the stagnant water may have been the responsibility of any particular party. It just has debris in it.
The contractors who repaired and resurfaced the intersection and installed curb cuts did an excellent job that is highly appreciated locally, and their work will be welcomed back any time.
