  During and after heavy rains, the sidewalk is often flooded from the curb cut to the short wall behind it. For a pedestrian to continue, they must get to the street via the planted parkway. Also, illegally parked cars may block the curb cut, forcing pedestrians crossing to the opposite side of Vernon to use the parkway lawn. This makes the fence an even greater hazard than most.
