Why does this light have to cycle through all sides at 6:30am? There is barely ever any traffic coming eastbound on 254, and they get a green and green arrow while two lanes of westbound traffic waits. Can the green arrow only be active during busy hours?

Also, what is the wait time for Pearl Ave? It seems like it triggers quite quickly when someone pulls up on that side.
