Description

Resident parks her car blocking the sidewalk. Refuses to stop. It is especially difficult to get around the vehicle with all the snow.

Resident needs to explain to the city why she blocks sidewalk or she should be fined, like everyone else.. Is she disabled and needs help with her shoveling, or is the resident that only cares about her safety and convenience.
