This issue has not every been fixed. You say that it is the responsibility of UP to maintain the crossing, however it is the asphalt adjacent to the crossing that is the problem. So my question to you is who owns the asphalt?

Please work with UP to help improve the crossing on 12th street.

I will forward this to our station foreman to see if anything can be done in UDOT's right of way. He has to coordinate with the RR to schedule a date and time to work on it. The RR requires one of their inspectors to be onsite the whole time it is being worked on. However, if it is between the two crossings, that would be the RR and you would need to contact them about it.
