There are two flashing lights that you see coming from the State St. direction: a flashing Red for those turning left onto Williams and a flashing Yellow for those turning right onto Olive. Those turning left also have a STOP line and a painted STOP before it. Flashing Red lights usually mean Stop, View and then Proceed. The driver on your right has the Right-of-Way, so the driver on Olive (I cannot remember what color their light is--I think it is a flashing yellow) can proceed onto Olive or Williams as long as those with Red flashing lights have stopped. On Google maps in street view there is a barely visible sign near the flashing red that I cannot quite make out, but I think it is warning you that the cars from Olive do not stop.

The Olive St traffic signal does have a flashing Yellow light. There was a sign at one time (see photo) for those wishing to turn left onto Williams. All that is left there is the bracket that held it up there.
