I first reported this problem nearly two years ago (see the SeeClickFix thread at http://bit.ly/1NgpRMH). Since then the road has flooded at least 10 times--it's so regular in the past 2-3 months that DOT has taken to leaving the "temporary" "High Water Ahead" signs in place. The real shame is that, while repair crews have worked on this problem 4-5 times during past 18 months, all they've ever done is rebuild the downstream side of the road shoulder again and again and again--there has been no attempt to clear the clog on the upstream side of the culvert that passes under the road. At this point, it may be so buried in mud and debris that it's going to be a major project to clear it (as evidenced by the permanent swamp that Rocky Brook has become on the upstream side of the road).

Whether it's a City of Raleigh, Wake County, or NC DOT problem, it needs to be fixed. All of the residents in this area are Raleigh residents, and we'd really appreciate it if City of Raleigh pushed for a real solution to this problem with the party responsible for maintaining this section of Southall, rather than settling for more dirt and riprap being dumped on the downstream side of the road (which will just result in more silting up of Rocky Brook downstream the next time it overflows Southall).

This location is not maintained by the City of Raleigh. We will close this See Click Fix inquiry at this time as only the City uses SCF to track issues in our area.

So should we draw the inference that this stretch of Southall is DOT-maintained? Seems like that's what the City staff wants us to do, even though they didn't come right out and say so. Thanks for being your citizens' advocates and pressing DOT to resolve this problem (NOT).

I agree, the City has known about this issue for several years - heck, they even station City of Raleigh police to close the road when the overrun is bad. I've reported the situation to the NCDOT but do not expect a reply. Guess I now know how to vote going forward when the city says it needs money.

Will Pearce and D. Gracy - The City of Raleigh is not authorized to expend city tax dollars on a road that is not maintained by the city taxpayers. I would hope that would be appreciated by the Raleigh taxpayers. Most of the property along Southall Road in this vicinity is Wake County property and not in the City of Raleigh. As previously posted above, we have notified NCDOT of this issue, as this part of Southall Road is maintained by the NCDOT.

Thank you for the explanation. While I agree that the city shouldn't be spending money on a road they don't own, unfortunately, you have some citizens within the City of Raleigh limits who must use that road in order to exit and enter their subdivisions (which are within the city limits). To be brutally honest, we'd like the city's help in getting the DOT to actually respond to the situation. With the amount of rain we've had today alone I can tell you there will be a small river running over Southall Rd.,. As a resident of the area, we all just want this situation handled and resolved.
