The traffic signal at Howe Street at the c/o MLK Blvd is not working.

I should add that no one picked up the phone at TT&P (2 different #'s I called) and there was a long que for NHPD's non-emergency number, which I didn't have time to wait for.

Upon arrival, removed recall from phase 8 after verifying video detection was now working properly. Checked the operation of the traffic signal and found the PPB on the NE and NW corners failed. Replaced the PPB's on the NE and NW corners. Verified proper intersection operation IAW traffic plan.
