These have to be dug up filled and packed first.
But they never do it the right way.

@no one exactly! I never submit these anymore because they just fill it with cheap mix and don’t let it even set. Meanwhile cars get ticketed and towed. It’s nonsense

@rere, I've summited one a couple months ago. They teared it up in front of my house. Which was filled in as paved months ago, because of a water line replacement going to my neighbors. What was in perfect condition.
So all they did was tear it up and repaved it, for no reason.
But the one 10 feet down the block, was not touched.
