at this corner off Smith and Rincon, there is always trace of water 24/7. It used to be a lot more. the city Technician also reported that he did see any water. there should be no water there, there is not sprinkler. I suspect there is some kind of broken/leaking pipe. the grass/weeds are too green not having any water. I drove by there at noon and evening this Wednesday 3/25/15, I saw trace of water there all day.
