There are lots of these all over town. I'd say, if there's rust on the chain and missing wheels/other parts, it's fair to say it's been abandoned and can be removed.
I also do see many bikes around the city in similar shape, but only report the ones that I KNOW have been left and not moved for many months. I walk my dog by here everyday, so have seen this bike has been locked to this rack since the fall (at least). Since the snow has melted, it's lost both wheels and will likely shed a few more parts before someone puts it out of its misery. Another reason to remove abandoned bikes is that they take up space on the bike racks--which are happily in demand in many parts of New Haven.
