Your not going to get anyway with this issue on the app. Try call the Police Non-Emergency.

Doesn't matter if it's a violation unless you report it to the right place. You'll have to call either Parking Enforcement or JCPD Disptach (non-emergency). Parking offenses can't be reported on SeeClickFix if you want them to be acted upon.
