Description
This signal is confusing and dangerous! The "green but no right turn" makes no sense and should simply be a red arrow. Add a No Turn On Red if you need to.
Also, round green light means go straight, but that's impossible here. These should be one left arrow light and one right arrow light, instead of solid standard circle lights.

Thank you for contacting DPW – Traffic Division about your concerns regarding the revised signal operation at the intersection of Stevens Forest Rd and Kilimanjaro Rd. The revised signal operation was put in place in light of numerous pedestrian safety issues that were brought to us from the community especially during school arrival and dismissal times. As a result, the following operation was put in place to protect the pedestrians within the crosswalk across north leg of Stevens Forest Rd and east leg of Kilimanjaro Rd.
o When pedestrians push the button(s) to cross the north leg crosswalk, a call will be placed to activate the pedestrian signals. When the pedestrian signals activate, the LED Blankout Sign facing westbound Kilimanjaro Rd will simultaneously turn ON and REMAIN ON for the entire duration of the pedestrian phase. During this phase, the green ball for westbound approach will permit vehicles to turn left but they will not be permitted to turn right
o Once the pedestrian phase for the north leg crosswalk ends, the LED Blankout sign will turn OFF but the green ball indication for westbound Kilimanjaro Rd will remain ON and extend long enough to dissipate any queues in the right turn lane. During this phase, the green ball indication will permit vehicles on the westbound approach to turn left or right but pedestrians will not be permitted to cross north leg crosswalk
o Once the green ball indication for the westbound approach ends, vehicles may continue to turn right on a RED ball indication after making a complete stop but they must use caution and follow right-of way rules in accordance with Maryland Driving Law
o A “Right Turn Yield to Peds” sign has also been provided on the northbound Stevens Forest Rd approach to alert right turning motorists to follow right of way rules in accordance with Maryland Driving Law and yield to pedestrians who are legally within the east leg crosswalk
Once again, thank you for reaching out and feel free to let us know if you have any further questions.
