After rush hour the light coordination is different so that traffic turning left from Dayton St. onto Fountain St. has enough time to get completely through the intersection once the Dayton St. light turns red. This is the way the lights should be ALL the time - it might help reduce the number of people running the red light to "beat" the light on Fountain St.
