like what happens every week, the city does not pick up trash often enough over the weekend and so the garbage is overflowing here. it is all over the sidewalk and in the street with animals picking at it. the city says the property owners are responsible for cleaning up their trash but what about when the property is the cities? then they don't worry about keeping things clean.
