For this to be continuous leakage, even after so many dry days it must be a ruptured water or sewer line.

How many billions of gallons of water has EBMUD lost due to failure to fix there infrastructure at our expense. There director makes over 400K and 87 out 1600 employees make 250k per year get ready to open your wallets the baby birds are hungery.

Well, if it were either a ruptured water or sewer line (both very logical conclusions) then why hasn't the City of Oakland Public Works figured this out and either fix it or contract out the work, or find a technician to pinpoint the source or follow the water trail? The ongoing stream does not smell like sewerage, sometimes birds will have a sip or two from it and there is no gung in it. Here's the problem: it is going to take guts and motivation to get this waste of water stopped. And so far, both have been missing in action.

Fully agreed!! A couple of months ago there was a huge leak ( hundreds of gallons/day) at Seminary and outlook...visible to thousands of passersby and it took EBMUD over TEN DAYS to get it repaired.
