It keeps detecting a car turning left from Foster City Blvd Northbound direction, keeping the NB light green despite all cars clearing from the left turn lane, or even when there are no cars even turning left.

The light always gives priority to cars turning left going northbound Foster City Blvd, despite all cars clearing or no cars are even in that lane.
