What is shown is not rust nor faulty construction. The build up shown is expected in the marine environment the handrails are located in. The handrails will need to be cleaned to remove this layer and keep the 316 stainless steel in great shape.
This cleaning will be addressed as part of the City's ongoing maintenance of the levee.
