I am tired of the good citizens of St Petersburg and the surrounding areas having to try to make a "legal" u-turn when they are headed southbound on 100th Way on an illegal length road. The median has caused the length to be too short to be legal, yet Pinellas County DOT's official letter to me said that everyone can make a u-Turn. The u-turn is at the corner of BayPines Blvd and 100th Way. Not only is this extremely dangerous to make a u-turn at this very busy intersection, it is also dangerous for the health of our cars. I have seen several cars blow out their side-wall tires, rip off their entire bumpers, crush wheels, and ruin a perfectly good day all because of this "sanctioned" u-turn. I think it is time for the City of St Petersburg to step up and let the county know that they need to remove this useless median. I have over 1000 signatures from the good people of this neighborhood who could not agree more! We need your help. Remove the median! Thanks! Aaron Lippard

Response from Pinellas County Traffic Engineering:
Based on the initial inquiry – on 6/4/2015 Pinellas County Traffic Engineering initiated a traffic study.
The study consists of observation of the traffic at the intersection of 100th Way North and Bay Pines Boulevard and a review of the crash data.
Due to current workloads and higher priority complaints, the study should be complete by the end of July, 2015; at which time we will get back with Mr. Lippard and let him know our findings.

As discussed in our initial response to this concern, Pinellas County Traffic Engineering conducted a study to determine if there was an issue with southbound vehicles completing a u-turn at the intersection of 100th Way and Bay Pines Boulevard. Our study consisted of collecting the number of u-turns and reviewing crash data. The counts were collected with a camera that allowed us to review the turning maneuvers to see if motorists are having a recurring problem.
The counts showed numerous vehicles completing the southbound u-turn without incident. Only a few of the vehicles appeared to have difficulty or had to complete a multi-point turn to do so.
The crash data does not show any incidences resulting from southbound vehicles making a u-turn at the intersection and the County has not been contacted by any motorist that incurred damage as a result of not being able to complete a u-turn or by law enforcement that may have investigated such an incident.
Our review of the design standards and field measurements indicate that there is sufficient median width to allow standard passenger vehicles and pick-up trucks to complete the u-turn movement within the travel lanes. We do agree that larger vehicles or those pulling a trailer would have difficulty – there are several options available if a vehicle is southbound on 100th Way and wishes to access the properties on the east side, but does not feel comfortable completing a u-turn at Bay Pines Boulevard.
It is important to note that it is not illegal to complete a southbound u-turn on 100th Way at Bay Pines Boulevard. The median was installed as part of the Wal-Mart development that opened in July of last year – it is not an illegal median.
