I think the yield sign is self explanatory to the people who are supposed to yield to oncoming traffic and people just need to follow the rules of road signage. If it is taken down, people that have lived here for 20 years and have an expectation of the oncoming, right turning traffic to yield will need to be informed of the change somehow. If we are just going to suggest willie-nillie changes to the intersection, I vote that we get rid of the "no right on red" sign, However, I'm sure wiser traffic people than myself made these decisions.

Hi Jennifer. My suggestion is not intended by any means to be "willie-nillie." I am speaking from my many experiences of navigating the intersection and seeing many people -- myself included -- be confused by the sign and not knowing what to expect of other drivers ("Will they yield or won't they?" or "I've stopped for them, so are they going to go or not?"). I think this issue warrants at least a study to determine if there is a problem.

If the city were to make a change, there are established ways of informing people about it. People adapt -- I'm not worried about that. What I am worried about is the constant uncertainty of what to expect when turning onto Peeler -- from either direction -- at this intersection. Perhaps removing the Yield sign will help (I think it will), or perhaps there's a better solution.

Chad, I agree this is a confusing situation, however you just have to use your best judgement there. If I'm coming north or west on Tilly Mill Rd, and there is traffic in the left turn lane east/southbound, I will yield to them. However, if they don't go after a second or two, then I'll turn right. The only time it will become a REAL issue is if and when there is an accident involving people turning onto Peeler Rd. from both directions, but I don't know how many accidents there have ever been in this situation.

The bigger problem is for drivers headed east/southbound judging if oncoming vehicles are in the turning lane or continuing straight. I know I have had a couple of close calls myself thinking someone was turning when they were not.

As to Jennifer's suggestion of removing the 'No Right Turn on Red' sign from Peeler Rd, the reason it is there is because of the limited visibility of vehicles coming around the bend and over the hill. A better solution would be a right-turn arrow when east/southbound traffic has a left-turn arrow.

Hi Shea. I personally understand how the yield is intended to work, and I do my best to adhere to it (though it's nearly gotten me rear-ended many times).

What I don't understand is why the yield sign is there in the first place. At any other intersection, the accepted rules of the road are "right turn on red after stop" and that, on green, the right-turners have right of way over people turning left from the other direction. This works well for almost every other intersection in the US, so why does this one have a yield sign to reverse both of those standard rules?

If there's a really good reason -- one that overrides the constant confusion, anger, and near accidents that the reversed rules cause -- then I'll let it go. But if there's no good reason, then let's consider removing the yield sign, add a "left turn yield on green" sign, and return the intersection to normal, well-proven rules. :)

Part of the reason for the No Right Turn on Red sign is that Coldstream intersects dangerously close with Tilly Mill just west of the Peeler/Tilly Mill intersection. Traffic coming out onto Tilly Mill from Coldstream or turning onto Coldstream is provided the opportunity to do so in sync with the light. However, allowing a right turn on red would complicate this.

I'd just like to be clear that this particular issue, which I opened, has nothing to do with the "No right turn on red" sign which is currently there for people turning right from Peeler onto Tilly Mill. I understand the need for that sign and am not questioning it. :)

A yield sign at a red light simply allows you to turn right with stopping when the light is red. This also serves to keep traffic flowing. When it is green, you still must yield. It is not a contradictory situation so I'm not clear that there is an issue here to resolve.

The existing intersection is signed and marked so that the right turn movement is a channelized lane that must yield at all times to other traffic. Staff has determined that it is currently properly signed and marked and the absence of any reported accidents caused by this turning movement, staff does not recommend any changes to this intersection.
