This is more informative than a resolution, but the EPA has rules regarding this. If the work is being performed by a contractor or painter, they are required to (legally) have a lead certification that trains them in proper technique.

I don't know if this is a contractor or a homeowner doing this work, but the person probably doesn't realize that there is a 1 year old in the adjacent house. Dust from the dry sanding is carrying across and into that house's open windows, and that is an avoidable tragedy. I hope the Health Department can intervene....

Given the age of the house, they definitely are required to have a lead safe contractor doing ANY renovation work that involves disturbing painted surfaces; it's the law! I would call the Health Department at (203) 946-8174
