Update from the Codes Compliance Department: These reported signs are not in violation as they are on private property, they are not over size (due to the fact they are are placed on commercial properties), and they are considered Real Estate signs as they provide information regarding available rentals by way of a QR code.

This sign does not meet this requirement:

16.40.120.16 Design Requirements

All signs except temporary signs and off-premises signs shall be subject to the design requirements below:

Freestanding Signs. Signs shall be designed to complement the architectural design of the building, utilizing the same materials, colors, finishes, and details. In addition to color, freestanding signs shall incorporate at least one (1) additional element (such as, but not necessarily limited to, building material or architectural feature) to reflect the architectural design of the building.

Update from the Codes Compliance Department: These Real Estate signs are permitted as exempt signs under Code Section 16.40.120.3.2. They are not required to meet the design guidelines for the zoning district. Those design guidelines are intended for permanent free standing and wall signs.

As this sign has been up for over a year it's clearly not a temporary sign so it falls under the category of " permanent free standing".

the code very specifically states:

"All signs except temporary signs and off-premises signs shall be subject to the design requirements"

so, since this is a permanent sign, it should be required to follow the design requirements

If the sign is "temporary" it should have a time limit. (This sign has been up for around a year.) Otherwise it's clearly a permanent sign. And if it's a permanent sign it needs to follow signage guidelines.
