this area is ALWAYS like this! I am talking for years upon years. It is disgraceful and a place for rats to increase their population. I have seen numerous rats on the Eastern Ave/ True St area over the past 3 years. It is getting worse because of slobs like this. I hope the city can find out who is responsible for this disgrace. What is so difficult about buying a few more trash barrels? Is it legal to keep trash barrels like this in the open on the street?
