Traffic heading NW on Brookland in the morning becomes backed up through several light cycles. Current cycle seems to be based on a sensor that does not take into account both the traffic moving forward AND traffic turning left to get on the highway. A few cars go into the turn lane at once and the light changes, leaving (often 20 or so) cars backed up behind them.

On bad days it can take over 10 minutes to move through an intersection that isn't actually busy. Resulting frustration is causing motorists to attempt to maneuver around the problem, in which case intersection no longer functions as designed and creates unsafe conditions.

Problem seems to occur most frequently between 7:45am and 8:45am but has also been observed at other times during the day.
