Intersection of Clark Ave and Short Beach Rd in East Haven will flood every rainstorm because the first two storm drains on Clark Ave at Short Beach Rd are full or broken. Water does NOT drain, and instead collects in the street. After a rain event, water pools on the road, inviting mosquitos to breed.
