Description

Turning red on Capital when no cats are at either intersection. It stops traffic on capital for no reason.

A. Vehicular
Q. Please describe the nature of the issue. (i.e timing, signal head twisted, etc)
A. The light changes at 5:30 am for no vehicles, stopping traffic in Capital
