Crossing against the flow of traffic IS jaywalking and creates a potentially dangerous situation. Crossing in the crosswalks, with the flow of traffic, parallel with the green signal, is legal and proper. Cars turning right or left on green must yield to pedestrians. That is the law. The presence or absence of pedestrian signals does not change this basic operation.

Just because there is a law that says cars must yield to pedestrians doesn't mean that they do.

I am surprised that a DPW official would make such a negative and hostile response to a See Click Fix appeal. The commenter was saying that cars violate the right of way of pedestrians. The DPW official seems to be scolding the pedestrian for complaining about this. "Jaywalking" does not apply to this situation. This is a situation in which drivers are creating a dangerous situation for pedestrians. Please take this commenters concerns seriously or suggest a Burlington official who will respond appropriately.

Looking at the map I see that this is in the same area where recently a pedestrian named Bruce Lapointe was killed by a driver. Mr Lapointe was in the crosswalk with the right of way when a driver struck him. This makes the DPW official's response even more inappropriate. Please take the commenter's concerns seriously.

Members of the public, despite what RJD and Mr. Perkins are inferring, must be responsible for their own actions - wether in a car, on a bike, or on foot - at all times irregardless of municipal infrastructure.

Again, this See Click Fixer deserves to be respectfully listened to. The crosswalk is dangerous because drivers are ignoring their legal responsibility. This is a problem with the design and with enforcement. The DPW officials response indicated to me that she or he had not even looked at the crosswalk mentioned since there is no cross street at that site and "Crossing in the crosswalks, with the flow of traffic, parallel with the green signal" is impossible at this location. There has been a pedestrian death in this same area so the danger here is real. Please respect the process and allow Public Works to seriously evaluate this issue.

The danger is always real when people ignore personal and legal responsibilities, Mr. Perkins - whether behind the wheel of a car or on foot. The DPW official made a prompt and, once again, technically correct response. That was the process and it was done respectfully with expert knowledge.

Original commenter here. The problem is that the ONLY possible action for parallel auto traffic is a left turn directly through the cross walk. The flow of traffic goes through the pedestrian right of way! What is the point of having this app if the government will just reply with a rude, uninformed response that does not address the problem? Please respond to this problem again DPW, because your original response was infantilizing and unacceptable.

Jaywalking has nothing to do with this intersection. If you are Jaywalking then you are not in the crosswalk. The DPW official does not appear to be rude, just uninformed and incorrect. DPW should take this seriously and give an informed, educated comment with the potential for a resolution.

If DPW recommends that citizens call DPW what is the point of SCF? The entire point of SCF is for other citizens to know when something has been reported, so there are not multiple reports, and to know the progress of an issue's resolution.

I'll be more specific if it helps DPW to understand: Barrett St ends at Riverside Ave. The only place for Barrett St traffic to go is a left turn. So, if Barrett St has a green light, then it is assumed that they have the right of way to turn left onto Riverside Ave, as this is their only plausible action seeing as they're not going to drive straight off the cliff into the Winooski River. The problem is that this is the time when pedestrians are supposedly safe to cross Riverside Ave right in the flow of turning traffic! Please look into the actual situation before you respond so that you can address taxpayer concerns.

An intersection study by the Chittenden County Regional Planning Commission for the Colchester / Riverside / Barrett / Mill Street intersection is ongoing and expected to provide initial recommendations to the Public Works Commission in January to February of 2017.
