Just called UI 3 times using 3 different options on their number tree. An account number for the location of the issue is required to get through to report it. Not possible to get the account number so I guess the balloons must remain.
Guest - I just called UI and want to confirm that they have no automated option for reporting this. However, when the robot-voice asked for an account number or phone number I just put in MY number. This is how I was transferred - finally - to a customer rep. I reported the balloons and the address and they will be sending out a truck shortly.
