Description
Left-Turn signal timing needs to be evaluated and adjusted. This is for traffic headed North on Capital and turning left onto Old Buffalo. The signal lasts about 4 seconds and lets a few cars through while there may be 15 in line. This causes the turn lane traffic to back up into the ongoing Capital Blvd traffic lanes creating dangerous conditions with cars blocking the through lanes and erratic braking by motorists.

The concern raised is for "for traffic headed North on Capital and turning left onto Old Buffalo."
That is to expressly say, traffic on North Bound Capital (the prioritized major thoroughfare in your statement above) is gravely affected when the left hand turn signal, ONTO Old Buffaloe is not appropriately timed to allow a sufficient number of cars to turn OFF of North Bound Capital. If you were to observe traffic at peak times as stated above, you would note that the turn lane OFF of Capital backs up into the through lanes of this thoroughfare preventing the flow off traffic on Capital Blvd.
Hopefully this clarification properly directs the investigative efforts initially requested.

If I may add to the comments from PineKnollTownes, there have been times when at either the Old Buffalo left turn or especially at the Greywood Dr left turn when I can clearly see the traffic halted at New Hope Church Rd, yet you cannot turn. This is especially frustrating during off-peak times when you feel as though you've sat their a good 3-5 minutes waiting and there's no traffic.
I too have observed, as stated above, that the left turn traffic does indeed back into the other lanes of traffic. This backup pattern also occurs at the Huntleigh Dr. left turn signal during peak times.
If nothing can be done to alleviate those back ups, could there be an exit off I-440 for Atlantic Ave? For many of us who live in the areas between Capital and Atlantic, the most sensible route from I-440 is to take Capital, but some of that traffic could be diverted with an exit onto Atlantic Ave., if that's even possible. In thinking about it, it could even provide an alternate route for those who work off Highwoods, which is another left turn that become congested at times.
I think if we, the people that live off Capital Blvd, were asked, we would ask that all of Capital Blvd be addressed as part of the Capital Boulevard Corridor Study. To simply state it, the problems on Capital Blvd don't end at the I-440 interchange.
