There are no laws about who may properly dispose of an animal carcass. Anyone can do it. It makes sense that the owner of that property do it. What I have done is the following:
1. prepare by getting a bag large enough to put the animal in, some newspaper to scoop up the small body and keep it wrapped so that you don't touch it with your body parts, gloves.
2. Set the bag down in the ready to receive the carcass,, whether paper bag, large plastic bag or cloth bag,, put on gloves, open the newspaper and lay it across the carcass, fold the paper over the carcass so it is wrapped and then pick it up and insert it into the bag, paper and carcass. Close the bag place it in the trash, remove and dispose of gloves.
