It is not illegal to display the flag if it is an all weather flag. At any case, with all the problems going on why in the world would this bother you? It is a flag not a dog chained outside or a child locked out of his home or an elderly person lost and wondering. Priorities are a must. Let the city use their resources on other more important issues. Enjoy life.
